POLDA Jawa Tengah mengimbau masyarakat untuk bijak menggunakan izin pemasangan listrik, khususnya di persawahan. Hal itu menyusul jatuhnya korban akibat tersengat jebakan tikus berlistrik.
“Kebanyakan ini bermula dari penyalahgunaan izin pemasangan listrik oleh warga. Izin yang semula digunakan untuk pemasangan pompa air persawahan, tapi digunakan juga untuk memasang kawat listrik jebakan tikus,” kata Kabid Humas Polda Jateng Kombes Pol M Iqbal Alqudusy, Jumat (27/8/2021).
Kabid Humas M Iqbal Alqudusy mengatakan, kasus terakhir warga yang meninggal akibat jebakan tikus terjadi di Sragen. Seorang perangkat Desa Tanon berinisial SP, tersengat aliran listrik karena berusaha mematikan jebakan tikus bermuatan listrik di sawah miliknya sendiri pada 24 Agustus 2021.
“Kejadian seperti itu patut disayangkan dan ini sempat kami koordinasikan dengan rekan di PLN,” katanya.
Hasil koordinasi dengan PLN, kata dia, izin pemasangan listrik di persawahan harus melewati beberapa tahap, antara lain mengurus surat perizinan berusaha berbasis risiko yang dikeluarkan dari Kementerian Investasi, Kepala Badan Penanaman Modal atas rekomendasi dinas di pemerintah daerah.
“Untuk pengurusan izin bisa diperoleh secara online,” ujar Iqbal.
Langkah selanjutnya, lanjut dia, adalah mendaftar ke PLN dengan menyertakan surat pernyataan bahwa listrik akan digunakan sesuai ketentuan.
“Adapun pernyataan yang ditulis adalah untuk menggunakan sesuai peruntukannya, yaitu untuk pompa air guna mengaliri sawah,” ujarnya.
Namun dalam banyak kasus, kata Iqbal, warga menggunakan listriknya tidak hanya untuk memompa air, tapi juga untuk memasang jebakan tikus.
Menurutnya, ada beberapa alternatif lain untuk membasmi tikus di persawahan, seperti menggunakan burung hantu maupun menembak dengan senapan angin.
“Menggunakan jebakan listrik memang banyak membunuh tikus. Tapi pemasangan seperti itu tidak diperbolehkan dan bisa membahayakan nyawa manusia,” ujarnya.
Bila sampai menghilangkan nyawa orang lain, pemasang jebakan tikus bermuatan listrik bisa dikenai aturan Pasal 359 KUHP, yang berbunyi, “barangsiapa karena kesalahannya (kealpaannya) menyebabkan orang lain mati, diancam dengan pidana penjara paling lama lima tahun atau pidana kurungan paling lama satu tahun.***
