BADAN Pengawas Pemilu (Bawaslu) Kabupaten Kendal menggelar Rapat Kerja Teknis (Rakernis) bersama media, mengusung tema “Giat Bawaslu Kabupaten Kendal pada Pilkada Tahun 2020” di salah satu objek wisata di Kota Kendal, Rabu (23/12/2020).
Hadir Ketua Bawaslu Kabupaten Kendal Odilia Amy Wardayani; Kordiv Hukum, Humas dan Data Informasi Arief Musthofifin; Kordiv Pengawasan dan Hubungan Antar-Lembaga Achmad Ghozali; serta Kordiv Penindakan dan Penyelesaian Sengketa Firman Teguh Sudibyo.
Ketua Bawaslu Kendal Odilia Amy Wardayani yang dalam hal ini selaku Kordiv SDM menyampaikan apresiasi atas komitmen penyelenggaraan Pemilihan Kepala Daerah (Pilkada), 9 Desember lalu yang mematuhi protokol kesehatan.
“Dari 2.242 jumlah pengawas di TPS, terdapat 28 petugas dinyatakan positif terkonfirmasi Covid-19, langsung kami nonaktifkan dan diganti petugas lain. Namun, secara keseluruhan pelaksanaan pilkada berjalan aman, kondusif, dan menerapkan protokol kesehatan,” katanya.
Kordiv Pengawasan dan Hubungan Antar-Lembaga Achmad Ghozali mengatakan, Kabupaten Kendal adalah peringkat satu Indeks Kerawanan Pilkada (IKP) tingkat Jawa Tengah, dan peringkat keempat di Indonesia.
Dikatakannya, dari format tersebut, tercatat ada 5.655 pengawasan yang telah dilakukan dan 14.565 pencegahan. Selanjutnya, rekomendasi ada 18 dan saran perbaikan kepada pihak terkait ada 52.
“Pelaksanaan kampanye, total ada 840 kegiatan yang dilaporkan, baik kepada pihak kepolisian dan Bawaslu Kendal. Dan ini merupakan jumlah kampanye terbesar kedua di Jawa Tengah,” ungkap Ghozali.
Terkait sengketa, Kordiv Penanganan Pelanggaran dan Penyelesaian Sengketa Firman Teguh Sudibyo menyampaikan, sampai akhir pelaksanaan pilkada tidak ada sengketa.
“Penanganan pelanggaran Pilkada 2020, sesuai data kami sebagai berikut. Untuk pelanggaran administrasi ada tiga, pelanggaran pidana pemilihan ada tujuh. Kemudian untuk pelanggaran kode etik nol atau tidak ada pelanggaran dan untuk pelanggaran netralitas ASN ada satu,” jelas Firman.
Jalan Masih Panjang
Di tempat yang sama, Kordiv Hukum, Humas dan Data Informasi Arief Musthofifin mengungkapkan, dengan selesainya rekapitulasi penghitungan suara tingkat kabupaten, bukan berarti selesai pelaksanaan tahapan pilkada.
“Jalan masih panjang. Karena kita harus menunggu keputusan sidang Mahkamah Konstitusi, yang kalau tidak salah tanggal 23 Maret 2021. Nah, untuk Kabupaten Kendal sendiri, sampai minggu kemarin, bahkan sampai hari ini, tidak ada yang mendaftarkan ke MK terkait gugatan sengketa hasil Pilkada,” tuturnya.
Dia menyampaikan, dalam pelaksanaan Pilkada Bupati dan Wakil Bupati Kendal, menerapkan protokol kesehatan, sehingga Pilkada di Kabupaten Kendal tidak menimbulkan klaster Covid-19.
“Pada pelaksanaan tahapan Pilkada, baik kampanye, masa tenang, hingga pencoblosan, tidak terdapat klaster baru. Hal ini tidak lepas dari personel kami yang selalu melakukan pengawasan dan mengimbau kepada masyarakat agar mematuhi protokol kesehatan,” pungkas Arief.***
