SISTEM Informasi Pemerintah Daerah (SIPD) yang diberlakukan per 1 Januari 2021 oleh Kementerian Dalam Negeri (Kemendagri) menuai kritikan dari beberapa daerah, termasuk Kabupaten Sragen.
Pasalnya, peraturan yang dijelaskan dalam Peraturan Menteri Dalam Negeri (Permendagri) No. 77/2019 itu belum ada regulasi yang jelas sebagai pedoman implementasinya.
Akibatnya, semua anggaran operasional kegiatan di Pemerintah Kabupaten (Pemkab) Sragen tahun ini belum bisa dicairkan. Hanya gaji pegawai negeri sipil (PNS) dan aparatur sipil negara (ASN) saja yang masih mulus dicairkan. Selebihnya masih terseok-seok, karena terkendala aturan pencairan.
Demikian diungkapkan Bupati Sragen Kusdinar Untung Yuni Sukowati kepada inspirasiline.com, Sabtu (23/1/2021).
Bupati Yuni Sukowati mengatakan, tahun sebelumnya, Pemkab Sragen masih menggunakan Sistem Informasi Manajemen Daerah (Simda) dengan pedoman Permendagri No.13/2006.
Namun ketika tahun ini diberlakukan SIPD, justru banyak menimbulkan keluhan.
“SIPD baru running 1 Januari 2021 ini. Nah, kalau langsung tiba-tiba mbalik seperti itu, kita yang di Jawa Tengah keteteran, apalagi di Indonesia sangat beragam,” ujarnya.
Bahkan, Yuni, panggilan akrab Bupati Sragen mengaku sudah berkirim surat ke Kemendagri, perihal berbagai kendala yang dihadapi pemerintah daerah, khususnya Sragen dalam implementasi SIPD.
Tidak mendapatkan balasan, Bupati Yuni Sukowati dan Sekda Sragen Tatag Prabawanto, Rabu (20/1/2021) lalu ke Jakarta, untuk menemui langsung dan berkonsultasi.
“Konsultasi kami kepada Direktur Jenderal Otonomi Daerah (Dirjen Otda) mengenai SIPD kemarin. Jadi SIPD ini bagus. Dengan sistem ini online direct dari Pemerintah Pusat. Kapan pun, di mana pun berada, Pak Presiden mau ngecek bisa, Kemendagri bisa,” tuturnya.
Dengan Sistem Informasi Daerah (Simda) yang digunakan pemerintah daerah di tahun-tahun lalu membuat Presiden tidak bisa mengecek serapan anggaran suatu kabupaten/kota secara langsung.
Menteri Dalam Negeri (Mendagri) hanya bisa menghubungi kabupaten/kota yang bersangkutan dan baru bisa bertanya dan melaporkan, karena tidak bisa dilihat secara langsung.
“Sekarang ini kan pemerintah daerah menggunakan sistem aplikasi masing-masing, kalau Sragen yang dari BPKP, nah itu nggak bisa di-connect ke sana,” lanjutnya.
Akui Kekurangan
Yuni mengatakan, Kemendagri juga mengakui kekurangan itu. Dalam kunjungannya ke Jakarta juga tidak ditemukan jalan keluarnya.
Akhirnya Bupati Yuni Sukowati meminta izin agar Sragen sementara ini tetap menggunakan Simda, kemudian diinput ulang secara manual ke SIPD. Jalan keluar tersebut akhirnya disepakati Kemendagri.
“Usulan kami diperbolehkan. Tapi nggak bisa begini terus, karena sekarang ini Dewan Perwakilan Rakyat (DPR) sudah nanya kapan anggaran bisa digunakan. Kemendagri menjanjikan akhir bulan ini clear,” terangnya.
Meski begitu, putri sulung mantan Bupati Sragen Untung Wiyono ini mengatakan, semua pekerjaan tertunda. Desakan untuk cepat melakukan serapan anggaran belum dibarengi dengan kebijakan yang matang.
“Intinya program ini baik, hanya prepare-nya yang kurang. Kami menyiapkan desa untuk Siskeudes saja, hampir setahun ada penolakan. Harus ada pembiasaan baru,” tandasnya.***
