Sragen-Inspirasiline.com. Upaya Gempur Rokok illegal terus dilakukan Pemerintah Kabupaten (Pemkab) Sragen melalui Dinas Kominfo bekerjasama dengan Bea Cukai Surakarta menyelenggarakan Sosialisasi Ketentuan Cukai bagi masyarakat Desa Japoh, Kecamatan Jenar, Kabupaten Sragen di Balai Desa Japoh Rabu (12/10/2022).
Sosialisasi gempur Rokok ilegal dihadiri Kepala Dinas Kominfo Kabupaten Sragen I. Yusep Wahyudi. Narasumber dari Bea Cukai Surakarta Rusli Nur Ahmad dan Agus Warsito dari Satpol PP Kabupaten Sragen serta 50 Perwakilan warga Desa Japoh khususnya penjual Rokok.
Kepala Desa ( Kades) Japoh Wiji Haryanti mengatakan, pihaknya sangat antusias dan bersyukur dengan adanya sosialisasi di Desanya. Hal ini untuk menambah pengetahuan bagi warga khususnya Pemilik Warung mengenai peredaran Rokok illegal.
Kepala Dinas Kominfo Kabupaten Sragen I. Yusep Wahyudi menyampaikan, Dinas Kominfo Kabupaten Sragen membantu memberikan sarana dan mengedukasi masyarakat dalam Sosialisasi Ketentuan Cukai.
“Hasil dari Cukai itu akan bermanfaat bagi Penerimaan Negara serta pentingnya Cukai Rokok dan ciri Rokok ilegal nanti akan disampaikan Narasumber dari Bea Cukai Surakarta. Silahkan bertanya kepada ahlinya karena ini akan sangat bermanfaat bagi para Pemilik Warung ataupun Toko untuk menekan peredaran Rokok illegal.” Ungkapnya.
Agus Warsito dari Satuan Polisi Pamong Praja (Satpol PP) Kabupaten Sragen menjelaskan tugas Satpol PP dalam menegakkan ketertiban umum dan ketentraman masyarakat sesuai dengan Peraturan Daerah (Perda) salah satunya mengantisipasi peredaran Rokok illegal.
Satpol PP melakukan Razia/Operasi dan Sosialisasi kepada Warung Kelontong, Toko atau Minimarket yang menjual Rokok di seluruh Kabupaten Sragen.
“Pengalaman kami saat mendatangi Warung ataupun Toko seringnya membuat Pemilik Warung panik dan ketakutan. Padahal kami mendatangi dengan baik dalam rangka Pembinaan. Jika dibina tidak bisa akan kami beri peringatan. Jika belum berhasil akan kami lakukan penindakan tidak dibawa keranah hukum melainkan diserahkan kepada penyidik PPNS Satpol PP untuk kemudian menutup Warung atau Tokonya tersebut.”Ungkapnya.
Tugas Satpol PP membantu Bea Cukai dalam hal sosialisasi memutus peredaran Rokok Ilegal. Untuk itu Agus Warsito meminta kepada Penjual Rokok untuk tidak tergiur dengan harga murah. Apalagi Rokok tanpa pita cukai. Seperti salah satu contoh rokok Beruang, SBR, Bold, Nat Geo Mild. Rokok tersebut dikemas sangat mirip Rokok Legal.
“Sekali lagi kami himbau agar masyarakat tidak takut bila kami datang ke Warung. Kami datang sifatnya hanya pembinaan. Namun jika Bapak- Ibu sampai menyimpan dan menyetok banyak Rokok ilegal suatu saat pihak Bea Cukai akan datang sifatnya sudah ranah pidana dan bisa terkena sangsi hukuman.”ungkapnya.
Pelaksana Seksi Penyuluhan dan Layanan Informasi Bea Cukai Surakrata Rusli Nur Ahmad menjelaskan mengenai Cukai yang merupakan Pungutan Negara yang dikenakan terhadap barang tertentu yang mempunyai karateristik dan ditetapkan oleh Undang-undang Cukai.
Yang termasuk barang kena Cukai adalah hasil Tembakau, Etil alkohol (untuk campuran hand sanitiser-red), dan minuman mengandung Etil alkohol (Miras/Ciu).
Ketentuan Cukai yang paling utama terkait hasil tembakau Gempur Rokok Ilegal. Menurutnya ada banyak sekali tipe pelanggarannya. Yang paling sering Tipe Rokok tanpa Pita Cukai.
“Pastikan jika anda membeli Rokok ada pita cukainya. Ada yang kecil dan ada yang memanjang. Biasanya yang Rokok Kretek itu pita cukainya panjang dari ujung keujung. Untuk Rokok Filter kecil didepan bentuknya seperti materai (hologram-red). Ada nama formalnya yaitu Cigarette Kretek Mesin (dibuat menggunakan mesin-red). Bisa dicek dikemasan Rokoknya ada SKM (Rokok Filter-red) dan SKT (Kretek Rangan-red).” Urainya.
Rokok tanpa Pita Cukai namanya dirubah seperti nama Rokok pada umumnya (Diplesetkan-red) misalnya tempat Gudang Gaman dan lainnnya. Ada Rokok Filter, tapi menggunakan Pita Cukai panjang. Ada juga yang mencetak dengan Pita Cukai palsu, dicetak menggunakan mesin printer biasa, ada pula yang menggunakan Pita Cukai bekas.
Rusli Nur Ahmad mengharapkan, masyarakat tidak menjual dan mengedarkan Rokok ilegal. Jika sampai kedapatan menjual Rokok tersebut pihaknya akan memberikan Surat Peringatan (Surat Bukti Penindakan-red). Di kemudian hari bila ditemukan kembali akan diberikan Surat Panggilan. Bisa dikenakan sangsi pidana dengan hukuman penjara satu sampai lima tahun denda tergantung dari nilai Cukai yaitu 2 x 10 nilai Cukai. ( Sugimin/17- Release Diskominfo Sragen)
