Sragen-Inspirasiline.com. Bupati Sragen dr. Kusdinar Untung Yuni Sukowati membuka secara Resmi kegiatan Konsultasi Publik Rancangan Pembangunan Jangka Panjang Daerah (RPJPD) Kabupaten Sragen Tahun 2025-2045 di Pendopo Sumonegaran Rumah Dinas Bupati Sragen Selasa (28/11/2023).

Kegiatan Konsultasi Publik selain dihadiri Bupati Sragen dihadiri pula oleh Ketua Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Sragen Suparno, Ketua Pengadilan Negeri Sragen Sutiyono, Kepala Bappeda Provinsi Jawa Tengah Harso Susilo ST., MM dan Akademisi Fisipol Universitas Sebelas Maret Surakarta DR. Rustiana D.W S.Sos Selaku Narasumber, Sekretaris Daerah (Sekda) Kabupaten Sragen beserta Asisten Sekda, Kepala Organisasi Perangkat Daerah (OPD) Kabupaten Sragen, Para Camat dan Pemangku Kepentingan Pembangunan di Kabupaten Sragen.

Pada kegiatan itu Bupati Sragen Kusdinar Untung Yuni Sukowati Menyampaikan Tiga Hal Penting diantaranya Kilas Balik Capaian 5 Tahunan RPJPD Kabupaten Sragen Tahun 2005-2025, Isu-Isu Strategis dan Arah Pengembangan Wilayah Kabupaten Sragen.

“Tahun 2006-2011 Bupati Sragen dijabat oleh H. Untung Wiyono saat itu Sragen telah memiliki One Stop Service yang selanjutnya ditingkatkan menjadi Badan Perijinan Terpadu (BPT). Pembangunan Jaringan Online dengan membangun Tower disetiap Desa sebagai Penerapan E-Government, Pembangunan Technopark, Pertanian Organik, Pengembangan Kawasan Sangiran, Pembangunan SPBU Nglangon hingga Pendirian RSUD Gemolong dari awalnya Puskesmas.” Terangnya.

Tahun 2011-2016 telah berdiri Unit Pelayanan Terpadu Penanggulangan Kemiskinan (UPTPK) yang diinisiasi oleh Bupati Agus Fatchur Rahman dengan One Stop Service Pelayanan Warga Miskin di Bidang Pendidikan, Kesehatan, Sosial dan Ekonomi serta Penataan Kawasan Perkotaan Sragen (Pembangunan Gedung SMS, Alun-Alun dan Taman Krido Anggo), Pembangunan Kantor Kecamatan Tahap I dan Pembangunan Taman Edupark.

Tahun 2016-2021, dr. Kusdinar Untung Yuni Sukowati merupakan Bupati Wanita Pertama yang memimpin Kabupaten Sragen. Terdapat Pembangunan Jalan dan Jembatan, Pembangunan RSUD Tangen sebagai Pemerataan Pelayanan Kesehatan di Wilayah Utara Bengawan, Pembangunan Taman Harmoni (CSR dari PT. JApfa) dan Pembangunan Kantor Kecamatan Tahap II.

Tahun 2021 hingga Sekarang Penataan Kawasan Gunung Kemukus, Pembangunan Mal Pelayanan Publik Askara Bumi Sukowati, Pembangunan Pasar Sukowati Nglangon, Pembangunan Factory Sharing Gemolong, Pembangunan Pusat Batik Nglangon, Pembangunan Pemda Terpadu, Pembangunan Kantor Kecamatan Tahap II, Pembangunan Kantor Kelurahan Tahap I, Pembangunan Gedung Puskesmas dan Pembangunan Poltekpar Solo Raya.

“Ratusan Penghargaan telah diraih Kabupaten Sragen dari berbagai Kementrian maupun Lembaga Salah Satunya yang baru saja diterima adalah Penghargaan Anugerah Layanan Investasi (ALI) Tahun 2023 sebagai Terbaik Pertama Kategori Kabupaten.” Ungkapnya.

Selanjutnya Poin yang Kedua Bupati menyampaikan Isu Strategis Kabupaten Sragen Tahun 2025-2045 yang telah dibahas dan disepakati melalui Proses Penjaringan Masukan dari Semua Pemangku Kepentingan Selepas Pelaksanaan Kick Off Penyusunan RPJPD 20 September 2023 lalu.

Pertama, Angka Kemiskinan Tahun 2022 Masih Tinggi pada 12,94% (Terendah di Solo Raya), Tahun 2023 sudah Turun menjadi 12,87% (Namun masih lebih Tinggi dari Jawa Tengah dan Nasional).

Beberapa yang dilakukan yakni Penguatan Sistem Pengelolaan Data yang berasal dari Berbagai Sumber, Mengurangi Beban Pengeluaran Masyarakat Miskin Dalam Memenuhi Kebutuhan Pokok. Meningkatkan Pendapatan Masyarakat Miskin melalui UEP dan Pemberdayaan UMKM, Pembangunan Sarpras untuk Mempercepat Akses di Wilayah Prosentase Miskin dan Menggandeng Pihak Ketiga untuk Program Desa Tumis (Tuntas Miskin).

Kedua Kenaikan Pertumbuhan Ekonomi Tahun 2022 sebesar 5,67% lebih Tinggi dari Jawa Tengah dan Nasional. Kegatan yang telah dilaksanakan adalah Kemudahan Investasi, dan Pemberdayaan UMKM.

Ketiga Pengangguran Terbuka Capaian Tahun 2023 Sebesar 3,87% Turun Signifikan dari 4,69% dari Tahun 2022. Tantangan Kedepan adalah Lapangan Pekerjaan Kerja Padat Modal yang bersifat Efisiensi Tenaga Kerja.

Keempat Indek Pembangunan Manusa Tahun 2022 adalah 74,65 Lebih Tinggi dari IPM Jawa Tengah dan Nasional. Rata-Rata Lama Sekolah (7,79) dan Harapan Lama Sekolah lebih rendah dari Nasional. Sragen memiliki Sekolah-Sekolah Unggul di Kecamatan harapannya bisa menjawab tantangan tersebut.

Selanjutnya Tantangan AKI dan AKB yaitu Menekan Kasus-Kasus tersebut sehingga dapat memenuhi Target SDGs Tahun 2030 yaitu : AKI 70 Per 100.000 Kelahiran dan AKB 12 Per 1000 Kelahiran. Tahun 2022 Capaian AKI Sebesar 122,3 Per 100.000 Kelahiran Hidup dan AKB sebanyak 126 Kasus (11 Per 1000 KH).

Untuk Mengatasi Isu Strategis Arah Kebiajakan Pengembangan Wilayah di Kabupaten Sragen diantaranya Kawasan Perkotaan Sragen sebagai Pusat Layanan Pemerintahan, Kawasan Kota Industry Gondang-Sambungmacan, Kawasan Perkotaan Gemolong sebagai Kota Mandiri Berbasis Perdagangan Jasa, Kawasan Agropolitan Miri, Sumberlawang, dan Sambirejo sebagai Pusat Ekonomi Kawasan Sektor Agrobisnis, Agrowisata dan Agro Industry serta Kawasan Strategis Pariwisata Nasional (KSPN) Sangiran berbasis Pendidikan, Kebudayaan, Pariwisata, Pertanian Produktif dan Berkelanjutan.

Bupati Kusdinar Untung Yuni Sukowati  Berharap Seluruh Proses Pelaksanaan Tahapan Penyusunan Dokumen Perencanaan Pembangunan Jangka Panjang dan Tahunan bisa mewujudkan Sragen yang Tangguh. Bupati Kusdinar Untung Yuni Sukowati  Membutuhkan Saran dan Masukan yang membangun dari Para Pemangku Kepentingan Kabupaten Sragen.

Sementara Sekretaris Daerah Kabupaten dr. Hargiyanto, M,Kes Mengatakan Rancangan Awal RPJPD 2025-2045 dilatar belakangi oleh Pemilihan Kepala Daerah secara serentak yang akan dilaksanakan November 2024 mendatang dan Calon Kepala Daerah yang akan menyusun Visi dan Misi yang berpedoman pada RPJPD.
