BADAN Penyelenggara Jaminan Sosial (BPJS) Ketenagakerjaan yang bernaung di bawah Badan Usaha Milik Negara (BUMN) merupakan badan hukum publik yang bertanggung jawab langsung kepada Presiden Republik Indonesia yang memberikan perlindungan bagi tenaga kerja untuk mengatasi risiko sosial ekonomi tertentu akibat hubungan kerja yang menjamin kecelakan kerja, menjamin kematian, menjamin hari tua, dan menjamin pensiun.

Berdasar UU RI No 40/2004 tentang Sistem Jaminan Sosial Nasional dan UU RI 24/2011 tentang BPJS dan manfaatnya yang diatur dalam Peraturan Pemerintah (PP) No 82/2019, kalangan kepala SMK swasta di Bumi Sukowati mendaftarkan guru dan karyawannya di Kantor BPJS Ketenagakerjan Kabupaten Sragen melalui agen Perisai Asa Medika Sragen.

Lebih Fokus
Kepala SMK Al Hikmah Tanon Nur Muhammad mengatakan, alasan pendaftaran supaya guru dan karyawan lebih fokus dalam mengajar, karena risikonya sudah dijamin.

“Kegiatan guru itu banyak, termasuk ekstrakurikuler dan kegiatan itu tidak hanya di sekolah. Kalau ada jaminan kan lebih tenang,” ujarnya kepada inspirasiline.com.

Yosi, salah satu guru SMK Al Hikmah mengungkapkan, semua merupakan kebijakan pimpinan, dalam hal ini kepala sekolah.

“Bapak kepala perintahkan kami supaya guru dan karyawan didaftarkan BPJS Ketenagakerjaan, agar semua mendapat jaminan dalam beraktivitas. Jadi bukan semata-mata daftar BPJS Ketenagakerjaan untuk mendapat Bantuan Langsung Tunai (BLT), kalau dapat ya alhamdulillah,” cetusnya.

Semua Sekolah
Data yang dirilis Kantor Cabang Pembantu (KCP) BPJS Ketenagakerjaan Kabupaten Sragen, semua sekolah lanjutan tingkat atas (SLTA), yakni SMK dan  SMA serta sekolah lanjutan tingkat pertama (SLTP), yaitu SMP dan MTs swasta, semua sudah terdaftar di BPJS Ketenagakerjaan.

Untuk guru tidak tetap (GTT) dan pegawai tidak tetap (PTT) di SLTA negeri, yang terdaftar baru MAN 1 dan MAN 2. Sedangkan GTT/PTT MTs negeri belum satu pun yang mendaftarkan diri, sekalipun sudah disosialisasikan.

Seperti diberitakan inspirasiline.com sebelumnya, Kepala Kantor Kementerian Agama Hanif Hanani menjelaskan, MTs negeri adalah satuan kerja (Satker) tersendiri.

Salah satu kepala MTs negeri mengatakan bahwa GTT/PTT bukan karyawan. Mungkin itu yang menjadi dasar, sehingga kepala MTs negeri lainnya di Bumi Sukowati ini tidak mendaftarkan GTT/PTT-nya di BPJS Ketenagakerjaan.

Sementara salah satu GTT MTs negeri yang minta nama dan madrasahnya dirahasiakan mengatakan, pimpinannya tidak memerintahkan.

“Saya dan teman- teman tinggal bagaimana pak kepala. Kalau pak kepala mendaftarkan, sekalipun mandiri, kami pasti mendaftarkan ke BPJS Ketenagakerjaan. Tapi sampai hari ini belum ada perintah. Jadi kami tidak berani melangkah,” ujarnya kepada inspirasiline.com, Rabu (21/10/2020).

Kesadaran Pimpinan
Terpisah, Sugimin, salah satu agen dari Perisai Asa Medika Sragen mengatakan, semua itu kesadaran pribadi pimpinan (manajer) lembaga.

“Kalau manajer sadar perlu melindungi dan memikirkan sosial ekonomi bawahan, pasti mendaftarkan bawahannya ke BPJS Ketenagakerjaan. Tapi kalau manajer sekolahan hanya memikirkan pribadi dan atau golongannya, I dont now,” ujarnya sambil angkat bahu.

Sugimin menambahkan, meski belum semua, sudah ada kepala SMPN yang mendaftarkan GTT/PTT-nya ke BPJS Ketenagakerjaan.

“Kepala Dinas Pendidikan dan Kebudayaan Kabupaten Sragen Suwardi sudah menyarankan para kepala SMP dan SD negeri untuk mendaftarkan GTT/PTT-nya ke BPJS Ketenagakerjaan,” tandasnya.***
