PEMERINTAH Kabupaten Blora dalam waktu dekat akan melaksanakan penyederhanaan birokrasi, untuk meningkatkan kualitas kerja aparatur perangkat daerah. Sebagai kesiapannya, Wakil Bupati Tri Yuli Setyowati memimpin Rapat Koordinasi Penyederhanaan Birokrasi di Lingkungan Pemerintah Kabupaten Blora, Senin (21/6/2021) siang.
Rapat dihadiri sekitar 17 kepala Organisasi Perangkat Daerah (OPD) di lingkungan Pemkab Blora, yang nantinya terdampak dengan adanya penyederhanaan ini.
Mewakili Bupati Arief Rohman, Mbak Etik –sapaan akrab Wakil Bupati– berharap agar segenap OPD tetap memberikan pelayanan yang optimal, meski nantinya akan ada penyederhanaan birokrasi.
“Perubahan dan penyederhanaan ini semoga tidak mengubah semangat Bapak-Ibu untuk memberikan pelayanan pada masyarakat, bagaimana kita harus sama-sama menyadari ini adalah aturan dari Pemerintah Pusat,” pesan Wakil Bupati.
Menindaklanjuti rakor kali ini, Wabup meminta agar kepala OPD segera berkoordinasi dengan Bagian Organisasi Setda Blora dan Badan Kepegawaian Daerah (BKD).
“Panjenengan yang hadir, Kepala Dinas bisa mulai untuk berpikir ada beberapa bagian itu perlu penyederhanaan, nanti berkoordinasi dengan Kepala Bagian Organisasi dengan BKD, komunikasikan, agar nanti dalam pelaksanaannya sesuai dengan aturan yang berlaku,” pungkasnya.
Sementara Asisten Adminitsrasi Umum Sekda Blora Henny Indriyanti menyampaikan tahapan identifikasi Penyederhanaan Birokrasi yang kemudian mengalami perubahan berdasarkan Surat Mendagri Nomor 800/3484/OTDA tanggal 31 Mei 2021.
Tindak lanjut Penyederhanaan Birokrasi (versi baru) berdasarkan Surat Mendagri Nomor 800/3484/OTDA) tersebut, di antaranya adalah dasar pelaksanaan penyederhanaan birokrasi meliputi Permen PANRB No 17 Tahun 2021, Permen PANRB No 25 Tahun 2021, dan kemudian Surat Kemenpan RB No B/467/KT.01/2021.
“Ada model-model penyederhanaan birokrasi di Kabupaten Blora yang disesuaikan dengan OPD, sehingga yang perlu kita kerjakan adalah model penyederhanaan birokrasi yang ini harus kita kirimkan ke Kemendagri, terakhir tanggal 30 Juni,” ungkap Henny.
Senada, Kepala Bagian Organisasi Setda Blora Bawa Dwi Raharja menjelaskan, dengan adanya surat terbaru tersebut dilakukan penyederhanaan birokrasi. Pihaknya pun turut memaparkan model-model yang dapat diterapkan sesuai dengan OPD terkait. Setelah itu, pihaknya turut meminta agar OPD segera mendata terkait usulan fungsional.
Adapun berdasarkan model dari Kemenpan RB tersebut, OPD/unit kerja di Kabupaten Blora yang tidak mengalami penyederhanaan adalah UPT pada Dinas dan Badan, RSUD, BPBD, Kantor Kesbangpol, Kecamatan, dan Kelurahan.
Pada Sekretariat Daerah di Kabupaten Blora, misalnya, jabatan yang dipertahankan adalah eselon III di bawah Asisten Sekda serta jabatan eselon IV yang menangani tugas dan fungsi bidang protokol. Selain itu untuk jabatan eselon IV lainnya akan mengalami penyederhanaan.***
