Grobogan-Inspirasiline.com. Rapat paripurna DPRD Grobogan ke 18 yang diselenggarakan di gedung paripurna membahas Raperda penyertaan modal untuk badan usaha milik daerah ( BUMD ) tahun 2023 berlangsung di ruang rapat paripurna DPRD, Selasa (7/6/22).
Parat paripurna yang dipimpin langsung oleh Ketua DPRD Agus Siswanto.S.Sos yang didampingi 3 wakil ketua DPRD Grobogan.
Hadir dalam rapat paripurna tersebut Bupati Grobogan Hj Sri Sumartini SH MM yang didampingi wakil Bupati Grobogan Dr.Bambang Pujiyanto M.Kes.
Dalam rapat tersebut semua anggota DPRD Grobogan hadir, tampak pula Forkompinda, Sekda Grobogan beserta para asistennya, para staf ahli Bupati dan Kepala OPD, para Camat dan para Direktur BUMD.
Dalam sambutan nya Bupati Grobogan menyampaikan bahwa Rancangan Peraturan Daerah Kabupaten Grobogan tentang Penyertaan Modal Pemerintah Kabupaten Grobogan Kepada Badan Usaha Milik Daerah Tahun 2023 yang akan dibahas dalam sidang dewan mudah – mudahan bisa terlaksana dengan baik.
” Terkait dengan raperda yang kita bahas bersama pada hari ini, dapat saya sampaikan bahwa dasar hukum disusunnya raperda ini adalah Pasal 78 ayat (2) Peraturan Pemerintah Nomor 12 Tahun 2019 tentang Pengelolaan Keuangan Daerah, yang mengatur bahwa penyertaan modal Pemerintah Daerah dapat dilaksanakan apabila jumlah yang akan disertakan dalam tahun anggaran berkenaan telah ditetapkan dalam peraturan daerah mengenai penyertaan modal. ” Jelas Bupati Grobogan.
Adapun tujuan dari dilaksanakannya penyertaan modal ini adalah untuk :
Meningkatkan pelayanan kepada masyarakat;
Penguatan BUMD;
Meningkatkan sumber Pendapatan Asli Daerah; dan
Meningkatkan pertumbuhan perekonomian masyarakat.
Sedangkan untuk pengalokasian penyertaan modal kepada BUMD adalah sebagai berikut :
PT. Penjaminan Kredit Daerah Provinsi Jawa Tengah sebesar Rp1.000.000.000,00 (satu miliar rupiah) yang rencananya akan digunakan untuk ekspansi penjaminan kredit bagi Usaha Mikro Kecil dan Menengah (UMKM) khususnya yang bergerak dalam bidang pertanian dan jasa-jasa lainnya melalui kredit dari PT. Bank Pembangunan Daerah Jawa Tengah Cabang Purwodadi, Perusahaan Perseroan Daerah Bank Perkreditan Rakyat Bank Kredit Kecamatan Purwodadi dan Perusahaan Perseroan Daerah Bank Perkreditan Rakyat Bank Purwa Artha, serta untuk penjaminan produk Suretyship dan Kontra Bank Garansi khususnya yang diberikan kepada kontraktor yang ada di Kabupaten Grobogan; Perusahaan Umum Daerah Air Minum Purwa Tirta Dharma Kabupaten Grobogan sebesar Rp4.750.000.000,00 (empat miliar tujuh ratus lima puluh juta rupiah) yang rencananya akan digunakan untuk peningkatan cakupan layanan air minum untuk program hibah sambungan rumah bagi masyarakat berpenghasilan rendah, pengadaan water meter dan aksesoris, serta revitalisasi pompa; Perusahaan Perseroan Daerah Bank Perkreditan Rakyat Bank Purwa Artha sebesar Rp1.500.000.000,00 (satu miliar lima ratus juta rupiah) yang rencananya akan digunakan untuk ekspansi kredit dengan penyaluran dana kredit untuk usaha mikro kecil dan menengah; serta Perusahaan Umum Daerah Purwa Aksara sebesar Rp1.000.000.000,00 (satu miliar rupiah) yang rencananya akan digunakan untuk penambahan modal usaha.
Bupati berharap agar Raperda tersebut di atas bisa disempurnakan oleh anggota DPRD Grobogan dan materi selengkapnya terdapat dalam raperda yang telah di sampaikan oleh Bupati kepada Pimpinan dan Anggota DPRD yang selanjutnya Bupati ber harap bantuan dan kerjasama yang baik dari segenap Pimpinan dan Anggota DPRD Kabupaten Grobogan guna penyempurnaan Rancangan Peraturan Daerah.
