Rembang-Inspirasiline.com. Gerbong jabatan Kepala OPD dilingkungan Pemkab Rembang dalam waktu dekat akan bergerak. Sejumlah Kepala OPD akan di geser dan akan ada pengisian pos kosong.
Asesmen atau penilaian dan evaluasi terhadap pejabat eselon 2 Kabupaten Rembang telah selesai dilakukan.
Asesmen dilaksanakan akhir pekan lalu di Solo. Oleh tim penguji dari UNS dan Pemkab Rembang. Hasil penilaian, Senin (18/4) telah dikirim ke Komisi Aparatur Sipil Negara (KASN) melalui Gubernur Jateng.
Materi mata uji yang dijalani oleh pejabat eselon 2 itu antara lain bidang pengawasan oleh Sekda Rembang, serta ekonomi oleh Asisten 3 Sekda Rembang, Waluyo.
Tiga bidang lainnya, yaitu manajemen, kesehatan serta teknik-teknik pekerjaan umum dilakukan oleh penguji UNS.
Sekda Rembang Fahrudin kepada media menyatakan, asesmen rotasi atau mutasi ini dilakukan untuk melakukan pengisian tiga pos jabatan eselon 2 yang kosong.
Jabatan tersebut adalah Kepala Dinas Sosial Pemberdayaan Perempuan dan Keluarga Berencana (Dinsos PPKB), yang pejabat lamanya meninggal dunia.
Lainnya adalah Asisten 1 yang pejabat lamanya purnatugas. Satu lagi adalah Asisten 3 Setda Rembang yang kurang dari setengah bulan ini pejabatnya juga akan memasuki masa pensiun.
Tiga jabatan itu, kata Fahrudin, termasuk strategis sehingga semestinya bupati tidak akan coba-coba menempatkan orang sembarangan di sana.
Selain itu, secara tersirat Fahrudin juga menyebut pengisian 3 pos kosong itu akan menimbulkan efek domino. Artinya, sejumlah pos jabatan pada Organisasi Perangkat Daerah (OPD) juga akan ikut mengalami pergeseran alias mutasi.
“Semua pejabat eselon 2 ikut asesmen. Kecuali empat pos jabatan yang tidak ikut, yaitu dua pos saat ini kosong dan satu pos yang akan ditinggalkan pejabatnya yang pensiun, serta Kepala Dinarpus dan Kepala Dinas Perindustrian dan Tenaga Kerja yang baru saja diisi,” jelas Fahrudin.
“Saya yakin juga akan ada arah rotasi jabatan Kepala OPD. Kalau gerbong (mutasi) berjalan, yang lain mengikuti. Pos-pos itu akan diisi sesuai dengan antusiasme tugas (passion) masing-masing pejabat eselon 2,” jelas dia.
Ia menambahkan, proses pengisian pos kosong melalui rotasi atau mutasi harus selesai dalam waktu dekat. Rencananya jika sudah mendapatkan rekomendasi dari KSAN, pelantikan pejabat hasil rotasi atau mutasi akan dilakukan pada 2 Mei 2023.
Sekda Rembang juga menegaskan, pengujian atau asesmen di Solo juga bagian dari evaluasi yang dilakukan oleh Bupati Rembang.
Artinya, ada kemungkinan pergeseran pos jabatan itu memang dilakukan karena tidak sesuai passion pejabat lama di pos OPD tertentu.
Untuk diketahui, beberapa pos jabatan yang sebelumnya sempat digoyang terkait progres pekerjaan oleh Bupati Abdul Hafidz adalah Dinas Pekerjaan Umum dan Tata Ruang (DPUTARU).
Selain itu beberapa dinas lain yang belakangan menjadi sorotan adalah Dinas Pendidikan Pemuda dan Olahraga (Dindikpora), terutama terkait dengan netralitas ASN.
Dinas Pertanian dan Pangan (Dintanpan) juga sempat jadi ‘rasanan’ publik terkait bantuan pendukung pertanian tebu serta oknum pejabatnya yang digerebek Satpol PP.
Selain itu beberapa pejabat eselon 2 cukup berpengalaman berpeluang mengisi pos Asisten 1 dan 3, seperti Kepala Dinas Kependudukan dan Catatan Sipil (Dincukcapil) Suparmin.
Kepala Dinas Kesehatan Kabupaten (DKK) Ali Syofi’i, Kepala Badan Perencanaan Pembangunan Daerah (Bappeda), Dwi Wahyuni dan Kepala Dinas Perumahan dan Kawasan Permukiman (DPKP), Agus Salim.
Namun begitu, siapa pejabat eselon 2 yang bakal tergeser baru bisa diketahui publik paling lambat 2 Mei 2023, saat pelantikan dilakukan. (yon daryono)
