MINGGU, 29 November 2020, Korp Pegawai Republik Indonesia (Korpri) genap berusia 49 tahun.
Anggota Komisi A DPRD Jawa Tengah, H Dwi Yasmanto STP yang dihubungi inspirasiline.com, Jumat (27/11/2020) di Gedung Berlian Semarang memberikan penilaian bahwa sikap Korpri setelah Musyawarah Nasional (Munas) 2004 dan adanya UU No 5 Tahun 2014 tentang ASN, secara kelembagaan sudah netral.
Mengenai belum ada implementasi riil UU No 5/2014 yang mengubah kelembagaan Korpri menjadi Korps Profesi ASN Republik Indonesia, menurut anggota dewan yang akrab disapa Dwiyan ini, karena adanya prioritas dalam proses legislasi. Seberapa mendesak UU harus dibuat berdasarkan kebutuhan.
Hal itu juga berkaitan dengan sinergitas lembaga legislatif dan eksekutif, karena DPR tidak dapat sepihak dalam mengesahkan undang-undang.
“Sekarang semua lembaga yang ada di bawah naungan Korpri sudah berjalan cukup proporsional dan profesional, tidak ada satu instansi atau lembaga lebih mendominasi dari instansi lainnya. Termasuk dalam penganggaran, semua disesuaikan secara proporsional atas kebutuhan masing-masing lembaga. Terlebih Korpri secara struktural berada di bawah koordinasi Badan Kepagawaian Daerah (BKD),” ujar lulusan Universitas Semarang ini.
Menurut Dwiyan, situasinya sudah berbeda dibandingkan zaman dulu, di mana Korpri sebagai lembaga tersendiri dan memiliki wewenang tersendiri.
“Kalau sekarang berada di bawah koordinasi BKD, maka kewenangan dan peranannya pun tidak seperti dulu,” ujarnya.
Pelayanan Publik
Pengurus DPD Partai Gerindra Jawa Tengah ini juga berpendapat, sekarang pelayanan publik terhadap masyarakat sudah lebih baik dibandingkan sebelum dan masa awal pascareformasi.
“Masyarakat saat ini sudah tidak canggung berinteraksi dengan OPD yang ada. Terlebih dalam pelayanan publik, semua instansi didorong memanfaatkan teknologi elektronik, itu sudah lebih memudahkan dalam pelayanan dan transparan. Apalagi di era digital ini, situasinya lebih terbuka. Dengan perkembangan teknologi dan sosial media yang ada, masyarakat dapat lebih mudah dan cepat dalam menyampaikan keluhan dan laporannya jika menemukan hal yang tidak semestinya,” ungkap wakil rakyat yang lahir tahun 1980 ini.
Terkait Covid-19 yang masih tinggi kasusnya, Dwiyan mengingatkan bahwa hari esok ada karena adanya hari ini. Jika kita ingin menata hari esok, maka yang harus ditata adalah hari ini terlebih dulu.
“Saat ini kita sedang menghadapi situasi pandemi yang berdampak pada semua lapisan masyarakat. Pandemi menguji kemanusiaan kita, ia tidak peduli pangkat dan jabatan. Siapa pun manusianya bisa menjadi korban. Apa yang kita lakukan hari ini menentukan masa depan bangsa kita. Maka atas dasar sesama manusia, mari sinergi bersama, saling menjaga dan saling menguatkan, dimulai dari lingkungan terkecil di sekitar kita,” kata potikus muda ini.
Berbagai Profesi
Demikian pula peran Korpri, dalam situasi pandemi Covid-19, Dwiyan mengatakan, ASN yang tergabung di dalam Korpri terdiri atas berbagai bidang profesi.
Secara kelembagaan, tentunya Korpri sudah mempertimbangkan peranan yang harus diambil oleh anggotanya sesuai bidang masing-masing.
Karena dalam situasi pandemi ini, kita harus menghadapi dan menangani secara sinergis antarsemua elemen.
“Dan yang terpenting adalah peranan yang diambil harus sesuai dengan kebijakan yang sudah ditentukan, sehingga penanganan dan tanggungjawabnya menjadi jelas. Tidak saling melempar tanggungjawab,” paparnya.***
