DEWAN Perwakilan Rakyat Daerah (DPRD) Kabupaten Blora, Jawa Tengah terancam tidak mendapatkan gaji dan fasilitas lainnya selama 6 bulan di tahun 2021 mendatang.
Hal ini jika Rencana Anggaran Pendapatan dan Belanja Daerah (RAPD) belum bisa selesai hingga akhir November.
Forum Masyarakat Peduli Demokrasi (FMPD) Blora menggelar aksi di Gedung DPRD, menuntut penghentian politisasi anggaran.
Mereka tidak ingin para OPD menitipkan sejumlah anggaran untuk dimasukkan ke dalam Rencanan Kegiatan Pemerintah Daerah (RKPD), dengan dalih bantuan keuangan dari bupati untuk kepentingan politik.
Stop politisasi uang, yang dimungkinkan untuk kampanye yang notabene istri Bupati Blora, dengan disisipkan sebagai bentuk bantuan sosial dari bupati, untuk kepentingan politik salah satu Pasangan Calon Bupati dan Wakil Bupati Blora 2020. Akibatnya, RAPBD sampai saat ini belum disahkan.
FMPD meminta kepada DPRD untuk mengecek kembali RKPD yang diajukan dalam RAPBD.
Hal ini yang membuat keterlambatan pengesahan RAPBD, yang mengakibatkan seluruh anggota DPRD, aparatur sipil negara (ASN), Bupati dan Wakil Bupati terancam tidak gajian selama enam bulan mendatang.
Ketua DPRD Blora Muh Dasum usai audiensi menyatakan akan mengecek RKPD yang diajukan FMPD. Dasum mengapresiasi masukan yang disampaikan FMPD.
“Terimakasih masukan yang diberikan teman FMPD. Ini kan baru disampaikan, nanti akan kita cek apakah ada dana seperti yang disampaikan tadi,” ucap M Dasum kepada sejumlah awak media, Jumat (27/11/2020).
Ketika ditanya soal terancam tidak menerima gaji selama enam bulan, M Dasum hanya tersenyum.
“Ya, kan masih ada waktu. Kalau memang pada akhir November ini belum bisa disahkan. Kan ada cara kedua hingga akhir tahun,” imbuhnya.
Politisasi Anggaran
Sementara Koordinator FMPD Seni Margo Utomo, ini menuntut agar DPRD menghentikan politisasi anggaran.
Jangan sampai ada anggaran yang diselipkan di antara kegiatan OPD berupa bantuan sosial, yang menguntungkan salah satu paslon.
“Jadi di sini kita sampaikan kepada anggota dewan sebagai wakil rakyat, stop politisasi anggaran, dan mendorong kawan kawan anggota menggunakan hak angketnya,” jelas Seno, mantan anggota DPRD periode 2014-2019.
Dia sudah melaporkan Bupati , Camat Randublatung, dan instansi terkait lainnya ke Badan Pengawas Pemilu (Bawaslu) tentang sejumlah anggaran yang digunakan untuk kepentingan politik.
Menurutnya, Bawaslu sudah membuktikan bahwa itu bersalah. Bupati sudah merekomendasikanya ke Kemendagri.
“Ibaratnya kentut, ada baunya tapi tidak ada wujudnya. Jadi anggaran itu ada dan OPD tahu. Tapi kami hanya bisa membuktikannya di lapangan, seperti kasus bantuan sosial di Randublatung,” pungkasnya.***
