PANITIA Kerja (Panja) Pengangkatan Guru dan Tenaga Kependidikan (GTK) Honorer menjadi Aparatur Sipil Negara (ASN) Komisi X Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) yang dipimpin Wakil Ketua Komisi X DPR RI Agustina Wilujeng Pramestuti bersama 12 orang anggota Komisi X lainnya melakukan pertemuan dengan Bupati Sragen Kusdinar Untung Yuni Sukowati di Pendopo Somonegaran, Ruang Citrayasa, Kabupaten Sragen, Senin (15/3/2021).
Pertemuan dihadiri Kepala Dinas Pendidikan dan Kebudayaan (Disdikbud), Kepala Badan Kepegawaian Pengembangan Sumber Daya Manusia (BKPSDM), Kepala Bappeda dan Litbang, Dewan Pendidikan, organisasi profesi guru (PGRI, FSGI, IGI), perwakilan Musyawarah Kerja Kepala Sekolah (MKKS) se-Kabupaten Sragen, dan perwakilan organisasi GTK Honorer se-Kabupaten Sragen.
Ketua Panja Pengangkatan GTK Honorer menjadi ASN Agustina Wilujeng Pramestuti menyampaikan, masalah GTK adalah masalah nyata di dunia pendidikan Indonesia. Tenaga honorer, terutama guru sudah menjadi masalah sejak 2005 silam. Kemudian diproses kembali sampai dengan 2009 dan berhenti total hingga 2020.
Menurutnya, masalah tenaga honorer khususnya guru, untuk saat ini merupakan sisa dari masalah tahun-tahun sebelumnya yang akan segera diselesaikan dengan diangkatnya tenaga honorer melalui jalur Pegawai Pemerintah dengan Perjanjian Kerja (PPPK).
Agustina Wilujeng Pramestuti yang akrab disapa Agustin mengatakan, GTK honorer tidak perlu mengikuti tes seperti yang ditakutkan.
“Ada 147 jabatan yang di PPPK-kan. Namun karena jumlah guru mencapai satu jutaan, maka gaungnya luar biasa. Informasi yang simpang-siur membuat para GTK honorer panik. Ada sedikit titik terang, teman-teman (GTK) horoner tidak perlu mengikuti tes yang mereka takutkan. Tesnya adalah bidang studi yang mereka ajarkan kepada siswa,” ujar Agustin, melegakan.
Usulan Daerah
Agustin menjelaskan, Kementerian Pendidikan dan Kebudayaan (Kemendikbud) sedang berusaha agar tenaga honorer dengan usia 40 tahun dan semua tenaga honorer yang terdaftar untuk bisa diangkat sebagai ASN.
Kuota dalam pengangkatan tenaga honorer menjadi PPPK adalah usulan dari masing-masing daerah. Untuk masa kerja honorer sendiri minimal 3 tahun, namun untuk bobotnya, tiap tenaga honorer berbeda tergantung berapa lama masa kerja tenaga honorer tersebut.
“Sudah dikatakan tadi dalam rapat, minimal masa kerja 3 tahun. Namun kami Komisi X tidak mau seperti itu, 3 tahun bobotnya berapa, 5 tahun bobotnya berapa, dan tentu akan berbeda juga dengan yang sudah bekerja selama 15 tahun,” tuturnya.
Agustin berharap, GTK honorer lulus dalam seleksi.
“Sebagai lembaga legislatif, kami berada di posisi bagaimana peraturan perundangan dijalankan, tapi tidak menjadi bandul pemberat bagi tenaga honorer mencapai impiannya menjadi ASN,” tandasnya.
Ungkapan Agustin merupakan jawaban atas usulan GTK honorer yang tergabung dalam GTK Honorer Non Katagori 35+ Kabupaten Sragen yang minta diangkat menjadi ASN tanpa tes, karena sudah berumur di atas 35 tahun. Mereka meminta seleksi menjadi ASN dilakukan lewat penilaian portofolio.
Kepala Disdikbud Sragen Suwardi melaporkan, ada 1.938 tenaga guru honorer dan tenaga kependidikan yang terdata untuk diangkat sebagai ASN melalui PPPK. Jumlah tersebut belum termasuk guru agama, guru olahraga, dan guru mata pelajaran yang lain.
Suwardi juga menyampaikan bahwa tenaga guru honorer yang belum memenuhi syarat pendidikan tidak perlu risau, karena ada afirmasi dari Kemendikbud.
“Ada yang ijazahnya belum memenuhi, itu akan diakomodasi dari pemerintah, karena sudah lama berjuang,” papar Suwardi.***
