ANGGOTA Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) dari Fraksi Partai Kebangkitan Bangsa (PKB), Luluk Nur Hamidah mengapresiasi langkah Kementerian Pertanian dan Badan Urusan Logistik (Bulog) yang langsung terjun melakukan penyerapan dan pembelian gabah petani di Kabupaten Sragen.

Langkah penyerapan gabah itu dinilai akan membantu petani yang belakangan sempat mengeluh akibat buruknya harga tebas gabah di tangan tengkulak pada musim panen raya kali ini.

“Alhamdulillah Kementerian dan Bulog sudah merespons dan turun tangan. Kemarin mereka menyampaikan ke saya jika memang siap melakukan intervensi serap panen raya di Sragen, agar harga tidak dipermainkan tengkulak. Alhamdulillah, kami mengapresiasi, karena sudah ada action dan dirasakan petani,” ungkap Luluk Hamidah saat dihubungi inspirasiline.com melalui ponselnya, Kamis (4/3/2021).

Anggota DPR RI Daerah Pemilihan (Dapil) Jawa Tengah (Jateng) IV Kabupaten Sragen, Karanganyar, dan Wonogiri yang getol membela sektor pertanian ini mengatakan, langkah penyerapan gabah oleh Bulog hendaknya dilakukan secara kontinyu di kala musim panen raya tiba.

Dengan begitu, maka akan menghindarkan petani dari praktik permainan harga oleh para penebas dan tengkulak yang biasanya membeli dengan harga agak murah saat panen raya.

“Kasihan kalau petani harus selalu jadi korban tengkulak dan rente,” ujarnya.

Di sisi lain, Luluk Hamidah juga berharap, ke depan lembaga perbankan pemerintah yang tergabung dalam Himbara, lebih proaktif memberikan sosialisasi dan kemudahan Kredit Usaha Rakyat (KUR) ke petani.

Keberadaan KUR dengan bunga ringan, diharapkan bisa mengalihkan budaya petani meminjam ke tengkulak atau rentenir. Hal itu sekaligus melepaskan jerat petani dari tengkulak yang biasanya menjadikan ikatan utang ke petani sebagai senjata untuk leluasa memainkan harga beli gabah saat panen tiba.

“KUR harusnya lebih disosialisasikan agar penyerapan lebih tinggi di Sragen, utamanya bagi petani,” ujarnya.

Bernapas Lega
Sebelumnya, para petani di Sragen mulai bisa bernapas lega setelah Bulog Sub Divre Surakarta langsung terjun melakukan penyerapan dan pembelian gabah petani di persawahan berbagai kecamatan.

Aksi serap gabah itu dilakukan sejak beberapa hari lalu dan hingga kini sudah ratusan ton terbeli oleh Bulog dengan harga standar pemerintah, yakni Rp 4.200 per kilogram gabah kering panen (GKP).

Pimpinan Cabang Bulog Sub Divre Surakarta, Ninik Setyowati mengatakan, pihaknya sudah menerjunkan beberapa tim untuk melakukan penyerapan di Sragen. Mereka diterjunkan keliling ke beberapa kecamatan yang sedang panen raya padi untuk melakukan pembelian dari petani.

“Sampai hari ini pun masih terus berlangsung. Sampai kemarin kita sudah menyerap 710 ton. Per hari ini mungkin sudah tambah lagi, karena teman-teman masih jalan terus,” tuturnya.

Ninik mengatakan, untuk harga, pihaknya berpedoman pada ketentuan Permendag No 24 yang mengatur kualitas dan harga. Menurutnya, sepanjang kualitas sesuai Permendag, maka gabah petani akan dibeli dengan harga Rp 4.200 per kilogram untuk GKP.

Penyerapan dilakukan ke seluruh wilayah kecamatan di Sragen yang sedang panen raya. Menurutnya, setiap hari ada beberapa tim yang diterjunkan keliling.

“Kebetulan kemarin di Kecamatan Gondang dan Masaran. Hari ini kelihatannya di Gondang lagi dan beberapa kecamatan lain,” ungkapnya.

Ninik menambahkan, upaya penyerapan gabah petani itu dilakukan karena Bulog memang diberi penugasan untuk menyerap gabah petani saat masa panen raya.

“Kami akan menyerap sepanjang sesuai kualitas dengan harga sesuai ketentuan Permendag itu,” tandasnya.

Harga Lebih Baik
Terpisah, Ketua Himpunan Masyarakat Tani dan Nelayan (Himtani) Kabupaten Sragen Suhadi membenarkan adanya tim Bulog yang sudah terjun melakukan penyerapan gabah petani.

Suhadi mengatakan, dari pantauannya di lapangan, sejak dua hari lalu, tim Bulog terjun ke Gondang untuk melakukan pembelian gabah petani yang panen raya.

“Kemarin di Gondang dapat 7,5 ton. Harganya sementara Rp 4.100 sampai Rp 4.200 per kilogram GKP,” terangnya.

Suhadi mengapresiasi langkah tim Bulog tersebut. Menurutnya, dengan melakukan penyerapan ke lapangan, setidaknya bisa membantu petani mendapatkan harga gabah yang lebih baik.

Sebab, saat ini harga gabah di pasaran atau tengkulak hanya Rp 3.600 sampai Rp 3.800 per kilogram. Dengan serapan dari Bulog, hal itu juga sangat menolong petani dari jerat harga rendah para penebas.

“Memang problem petani itu kalau panen raya harga cenderung anjlok. Sebenarnya petani bisa manen sendiri, nanti dijual ke pabrik besar seperti Unifood. PT Sakti itu mau membeli Rp 4.200 juga. Memang butuh proses. Atau kalau nggak, pemerintah bisa mengupayakan penggilingan skala besar, sehingga petani bisa memproses ke sana. Dengan begitu, petani tidak lagi menjual tebasan, sehingga harga bisa lebih tinggi,” paparnya.

Di sisi lain, Suhadi menyadari bahwa problem petani di Sragen mayoritas memang kekurangan modal, sehingga ketika panen tiba mereka lebih memilih menjual ke penebas, karena ingin cepat dapat uang segar agar bisa untuk bayar utang biaya produksi dan persiapan tanam serta kebutuhan lainnya.***
