PANDEMI virus Corona turut memukul para pedagang belanja keliling di Kabupaten Rembang. Saat kegiatan dialog bertajuk “Nguda Rasa dengan Bupati – Satu Hati Membangun Ekonomi” di Rumah Makan Nenek, Sabtu (15/8) sore, sekitar 100 pedagang yang tergabung dalam Paguyuban Bakul Belanja Keliling Rembang mencurahkan keluh kesah kepada Bupati Abdul Hafidz.
Ninik, seorang bakul belanja keliling warga Dusun Gundi, Desa Kedungrejo, Rembang Kota mengaku omzet penjualannya semakin menurun selama pandemi Covid-19.
Selain daya beli masyarakat masih lemah, hal itu juga dipengaruhi fenomena masyarakat bertransaksi secara online. “Kadang orang sekarang sukanya beli online saja. Kalau beli di belanja keliling, katanya nggak boleh dekat-dekat, khawatir mungkin,“ ujar Ninik.
Padahal di sisi lain, dia menjadi tulang punggung keluarga. Sang suami, yang berprofesi sebagai montir panggilan, job-nya juga sepi selama pandemi ini.
“Bosnya bangkrut, kemudian suami saya berhenti kerja. Setelah itu biasa jadi montir panggilan. Kalau ada angkutan rusak, betulin. Tapi ini jarang sekali ada panggilan, otomatis ya nganggur lama,“ imbuh wanita yang menjadi pedagang keliling sejak tahun 2001 ini.
Ninik mengaku, sudah memperoleh bantuan dana desa Rp 600 ribu per bulan. Namun dia berharap, pemerintah juga mengucurkan dana hibah atau setidaknya pinjaman lunak dengan bunga ringan, supaya pelaku usaha kecil seperti dirinya mampu bertahan.
“Mugi-mugi mawon ada pinjaman yang bunganya ringan, tanpa agunan, biar kita agak leluasa kulakan dagangan. Lhah BLT biar untuk membantu ekonomi keluarga sama keperluan biaya anak-anak sekolah online,“ ucapnya.
Menanggapi keluhan tersebut, Abdul Hafidz menyatakan, pemkab sudah menyiapkan program bantuan permodalan dan pinjaman lunak bagi pedagang keliling maupun Usaha Mikro, Kecil, dan Menengah (UMKM) di Kabupaten Rembang.
Pinjaman yang disiapkan, bunganya 4 persen per tahun, tujuannya untuk pemulihan ekonomi. Saat ini, baru tahap penyusunan Peraturan Bupati (Perbup). Diharapkan September mendatang, sudah bisa terealisasi.
“Tidak pakai agunan. Bunganya hanya 4 persen per tahun. Nanti juga ada program hibah bantuan permodalan dengan syarat tertentu. Penyalurannya melalui Badan Kredit Kecamatan (BKK),“ terang Hafidz.
Hafidz menambahkan, di Rembang terdapat 40 ribuan UMKM. Namun akan dipetakan terlebih dulu, mana yang terdampak Covid-19, sehingga program tersebut benar-benar tepat sasaran.
“Data kita hampir 40 ribu UMKM, tapi kan nggak semua butuh itu, nggak semua kena dampak. Makanya kita data. Teknisnya, bisa dapat modal, bisa pula pinjaman. Ini nggak ada kaitannya dengan politik. Program ini sudah direncanakan sejak lama. Jadi semata-mata karena pandemi Covid-19,” tandas Hafidz.***
