Jika Smart Water Meters dipasang di jaringan pipa PDAM, pembacaan volume air yang terpakai bisa dipantau langsung secara realtime melalui smartphone. Inilah inovasi teknologi terkini yang dikembangkan Kota Tangerang, sebagai embrio penerapan teknologi prabayar dalam penggunaan air PDAM layaknya token listrik.
PENERAPAN teknologi pintar Smart Water Meters oleh Perusahaan Daearh Air Minum (PDAM) Tirta Benteng, Kota Tangerang, Provinsi Banten, bikin “kepincut” Wakil Wali Kota Tegal Muhamad Jumadi untuk bisa ikut mengaplikasikannya di Kota Tegal.
Tak mau berlama-lama, bersama Direktur PDAM Kota Tegal Hasan Suhandi, Kamis (3/9/2020), Muhamad Jumadi berangkat studi banding ke PT Alita Praya Mitra, supplier piranti Meteran Air Pintar itu. Smart Water Meters saat ini tengah diujicobakan di saluran meter air pelanggan PDAM di Perumahan Korpri dan di komplek PDAM Tirta Benteng, Kota Tangerang.
Muhamad Jumadi dan Hasan Suhandi diterima Direktur Utama PT Alita Praya Mitra Teguh Prasetya dan Direktur PDAM Tirta Benteng Sumarya.
Teguh Prasetya menjelaskan, Smart Water Meters adalah teknologi terkini dalam membaca meteran atau penggunaan air oleh pelanggan. Cara kerja Meteran Air Pintar ini dipasang di jaringan pipa sebagaimana biasanya, tapi pembacaan volume air yang terpakai dapat dipantau langsung realtime melalui smartphone.
“Jadi dengan Smart Water Meters kita bisa mengetahui secara realtime, berapa penggunaan air. Ke depan juga akan dikembangkan bagaimana alat tersebut bisa menjadi alat prabayar, sehingga PDAM tidak perlu menagih pembayaran di akhir bulan, tapi pelanggan membeli air sesuai dengan paket yang ada, seperti halnya pulsa listrik,” jelasTeguh Prasetya.
Wakil Wali Kota Tegal Muhamad Jumadi mengatakan, penggunaan Smart Water Meters yang diujicobakan di pelanggan PDAM Tirta Benteng juga dijadikan sarana untuk melihat bagaimana PDAM Tirta Benteng ini bisa menerapkan Smart Meter Reading. Artinya, bisa membantu meringankan kinerja PDAM.
Tiga Zona
Kelebihan lain yang dimiliki oleh PDAM Tirta Benteng adalah dalam pembagian zona, di mana salah satu zona dari tiga zona wilayah pelanggannya dikelola oleh pihak swasta.
“Kota Tangerang ini punya tiga zonasi, satu zonasi khusus investasi dikelola oleh pihak lain/swasta selama 25 tahun, dan hasilnya sangat luar biasa. Itulah yang menjadikan PDAM Tirta Benteng bisa melayani masyarakat sekaligus menguntungkan. Mungkin ini yang bisa kita contek. Kita bisa pelajari dari Tangerang, sekaligus bagaimana sinergi kolaborasinya antara PDAM dengan Pemerintah Kota Tangerang itu sendiri,” ucap Jumadi.
Terkait tingkat kebocoran, baik teknis maupun nonteknis, PDAM Tirta Benteng juga di bawah rata rata nasional, yang berarti memiliki kinerja bagus.
“Lebih penting lagi adalah kinerja Tirta Benteng ini luar biasa. Tingkat kebocorannya 19 persen, artinya di bawah rata-rata nasional. Sekarang naik 26 persen, karena lagi ekspansi. Saya kira wajar kalau ekspansi pasti ada kebocoran-kebocoran yang diperlukan untuk investasi itu sendiri. Jadi, saya berterima kasih bisa belajar dari Tangerang. Mudah mudahan Dirut PDAM Kota Tegal bisa mengaplikasikannya di Kota Tegal, kota yang kita cintai ini,” tambah Jumadi.
Dalam kesempatan studi banding ini, Jumadi bersama rombongan juga melihat langsung alat Smart Water Meters yang juga sedang diujicobakan di komplek PDAM Tirta Benteng.
Direktur PDAM Tirta Benteng Sumarya merasa senang atas kedatangan rombongan Pemerintah Kota Tegal, yang dipimpin Wakil Wali Kota Muhamad Jumadi beserta Direktur PDAM Hasan Suhandi dan jajaran. Di samping sebagai ajang silaturahmi, kegiatan ini juga sebagai sarana belajar bersama, bagaimana meningkatkan pelayanan kepada masyarakat.
“Ya, kita bisa sama-sama belajar bersama. Karakteristik mungkin sama, semua PDAM bagaimana bisa meningkatkan pelayanan kepada masyarakat dan menekan masalah kebocoran yang menjadi PR besar. Berbagai upaya telah kami lakukan, baik teknis maupun nonteknis. Dari sisi nonteknis, dengan cara pemasangan sekitar 25 unit Smart Water Meters di Perumahan Korpri, dan kini dalam tahap evaluasi,” ungkap Sumarya.
Sementara Direktur PDAM Kota Tegal Hasan Suhandi berharap jika Smart Water Meters bisa diterapkan di Kota Tegal, tentu akan bisa menghemat biaya, waktu, dan tenaga kerja pembaca meteran pelanggan.
“Ke depan jika Smart Water Meters diterapkan di Kota Tegal, di samping kita bisa menghemat biaya, waktu, dan yang paling menguntungkan adalah tenaga pembaca meter bisa dialihkan di bagian perpipaan, baik pemasangan maupun penggalian,” ujart Hasan.***
