DI tengah pandemi Covid-19, Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tegal tetap berupaya dan berinovasi dalam memberikan Pelayanan Administrasi Kependudukan kepada warga masyarakat agar kebutuhan atas dokumen hak kewarganegaraan dapat terpenuhi.
Kepala Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tegal Supriyadi mengatakan, pihaknya telah membuat beberapa kebijakan baru dalam pelayanan administrasi kependudukan di masa pandemi, dengan menerapkan protokol kesehatan secara ketat guna memutus mata rantai penyebaran Covid-19 di Kabupaten Tegal.
“Pertama, masyrakat yang mau mengurus dokumen kependudukan diwajibkan untuk mengambil nomor antrean secara online untuk menghindari antrean panjang dan mengurangi kerumunan massa dan sudah dimulai sejak 20 Juli 2020,” jelas Supriyadi dalam Talkshow Bincang Kreatif yang digelar LPPL Radio Slawi FM bekerjasama dengan Diskominfo, yang disiarkan secara live streaming di kanal Youtube Pemkab Tegal, Selasa (22/9/2020). Turut hadir sebagai narasumber, Camat Bojong Iwan Kurniawan dan Kepala Desa Jembayat, Kecamatan Margasari Prima Adam.
“Kedua, Bagi masyarakat yang tidak bisa datang langsung karena kesibukan atau sebab lain, pendaftaran bisa dilakukan melalui website. Pelayanan ini dikecualikan untuk masyarakat yang akan melakukan perekaman KTP elektronik, yang bersangkutan harus datang,” lanjut Supriyadi.
Dia menambahkan, pencetakan Kartu Keluarga (KK) dan Akta Pencatatan Sipil sudah tidak lagi menggunakan blanko khusus atau blanko security, tapi menggunakan kertas HVS putih 80 gram. Perubahan ini berdasar Peraturan Menteri Dalam Negeri Nomor 109 Tahun 2019 tentang Formulir dan Buku yang Digunakan dalam Administrasi Kependudukan.
“Pergantian jenis kertas blanko KK tidak mengurangi validitas data di dalamnya, karena setiap anggota keluarga dapat memverifikasi keaslian datanya melalui aplikasi Quick Response (QR) Code. Penandatanganan dokumen KK dan Akta Pencatatan Sipil juga tidak lagi menggunakan tanda tangan manual, tapi sudah menggunakan tanda tangan elektronik,” terang Supriyadi.
Selain dokumen kependudukan, warga Kabupaten Tegal dan sekitarnya juga bisa mengurus paspor di Disdukcapil Kabupaten Tegal. “Program ini untuk mendukung Kantor Imigrasi Pemalang dalam pelaksanaan Program Layanan Keliling Paspor, untuk mendekatkan pelayanan pada warga masyrakat, yang dibuka setiap Rabu, pukul 09.00-14.00,” papar Kadisdukcapil Supriyadi.
Camat Bojong Iwan Kurniawan mengapreasi segala upaya Disdukcapil dalam pelayanan administrasi kependudukan online ini, karena sangat membantu warga masyarakat Bojong dalam mengurus dokumen kependudukan, meski masih terkendala kondisi geografis wilayah Bojong terkait jaringan internet yang belum merata. “Namun semua ini sudah sangat membantu dan mengurangi aduan masyarakat yang ada,” ujarnya.
Sementara Kepala Desa Jembayat Prima Adam mengungkapkan, pelayanan administrasi kependudukan di Desa Jembayat sudah mandiri.
“Bagi warga masyarakat yang mau mengurus dokumen Akta Lahir, Akta Kematian, Kartu Keluarga, dan Surat Pengantar Pindah bisa dicetak di balai desa. Namun untuk mencetak KTP belum diberikan kewenangan dan masih terkendala juga dengan sarana prasarananya,” tutur Prima Adam.***
