PENCAIRAN dana di organisasi perangkat daerah (OPD) atau Satuan Kerja Perangkat Daerah (SKPD) di Kabupaten Sragen dipastikan tidak akan bisa selintutan.
Pasalnya, Pemerintah Kabupaten (Pemkab) akan segera mewajibkan semua OPD menerapkan pencairan Anggaran Pendapatan Belanja Daerah (APBD) dan Anggaran Pendapatan Belanja Negara (APBN) dengan sistem elektronik atau nontunai.
Hal itu terungkap saat Sosialisasi Peraturan Bupati No.28/ 2021 tentang Pedoman Pencairan APBD secara Elektronik melalui Aplikasi E-POS (Elektronic Payment Online Sistem) di Ruang Sukowati Pemkab Sragen, Selasa (11/5/2021).
Sistem pencairan keuangan dengan metode nontunai ini juga dikenalkan dengan istilah “Pencairan Ora Suwe-suwe” alias pencairan cepat.
Sosialisasi dihadiri Pelaksana Harian (Plh) Bupati Sragen Tatag Prabawanto, Kepala Badan Pengelolaan Keuangan dan Pendapatan Daerah (BPKPD) Sragen Dwiyanto, perwakilan Bank Indonesia (BI), Bank Jateng, dan 17 SKPD.
Kepala BPKPD Dwiyanto mengungkapkan, aplikasi E-POS adalah sebuah terobosan penerapan aplikasi pencairan anggaran di era pandemi Covid-19.
Aplikasi itu digagas untuk membantu semua SKPD atau OPD dalam proses pengajuan pencairan dana secara cepat, akuntabel, transparan, dan nirsangkal.
“Dengan E-POS, OPD tidak harus datang ke BPKPD untuk mencairkan anggaran, melainkan bisa dikirim dari lokasi masing-masing SKPD. Prinsipnya, pencairan anggaran sekarang diarahkan paperless atau nonkertas, contactless atau nonkontak, dan cashless atau nontunai,” ungkap Dwiyanto kepada inspirasiline.com, Selasa (11/5/2021).
Dengan aplikasi E-POS, Dwiyanto menguraikan, kepala SKPD bisa melakukan penandatanganan dokumen pencairan di mana saja tanpa lagi terpaku pada waktu atau tempat alias anywhere-anytime.
Karena penandatangan sudah melalui penerapan digital signature atau tanda tangan elektronik berstandar BSrE-BSSN.
Dari aplikasi ini, diharapkan bisa mewujudkan sistem pengelolaan keuangan yang efisien, efektif, transparan, serta akuntabel.
“Dan juga menghindari penyebaran Covid-19, karena memang sudah tidak ada ketemu atau kontak fisik lagi. Kalau selama ini kan pencairan anggaran harus ke BPKPD dengan kertas dan tandatangan basah. Kepala SKPD bisa tandatangan dari mana saja,” ujarnya.
Untuk menunjang sistem itu, semua kepala OPD atau SKPD sudah mendapat sertifikat elektronik dari Badan Sandi Negara (BSN).
Pada tahap awal, ada empat SKPD yang sudah menerapkan. Dwiyanto menyebut, empat SKPD itu masing-masing adalah BPPKPD, DPMPTSP, Kominfo, dan Bappeda.
Berikutnya, 44 OPD atau SKPD lainnya diharapkan secara bertahap bisa mengikuti, sehingga akhir 2021 ini semua SKPD diwajibkan sudah harus mengaplikasikan sistem tersebut.
Termasuk pencairan Dana Desa dan ADD di desa serta pencairan BOS dan BOSDa juga segera akan diterapkan sistem itu.
“Kendala di awal-awal mungkin kebiasaan SDM, karena mungkin butuh adaptasi. Harapan kami dengan E-POS ini semua uang masuk dan keluar hanya catatan saja. Dengan pencairan atau pembayaran nontunai, maka akan jadi nirsangkal atau tidak bisa disangkal. Misalnya belanja Rp 1 juta ya yang ditransfer juga Rp 1 juta. Prinsip keuangan itu kan anggaran dan belanja linier. Belanja yang dikeluarkan itu yang dipertanggungjawabkan,” tandasnya.
Plh Bupati Sragen Tatag Prabawanto mengapresiasi penerapan sistem itu. Dia berharap, SKPD bisa segera beradaptasi, sehingga sesegera mungkin menerapkannya.
“Dengan E-POS ini, pengelolaan keuangan jadi lebih efektif, akuntabel, dan transparan. Pencairan juga lebih cepat, sehingga membantu memudahkan pelayanan,” ungkap Tatag Prabawanto.***
